October 11 For contractors who aren’t yet selling/installing heat pumps.  AC rebates end on 12/31/23, so it’s definitely time to reconsider selling heat pumps.  We’ll cover topics like, “Can heat pumps work in our cold climate? Can the grid handle it? Can existing ductwork really handle heat pumps? What about heating season defrost cycles, air temperatures, and switchover temperatures? Do heat pumps cause nuisance service calls? Are load calcs really needed if the heat pump is an inverter system? Topics in this email:
1) What to expect regarding the 2023 DSM Plan and rebates,
2) Big news about rebate changes coming January 1, 2024,
3) Fall heat pump training dates (Oct. 11 and 12),
4) Reminder of Sept. 30 deadline to submit rebate applications for work done in 2022.

The 2023 DSM Plan launches September 1:

1. AC and Heat Pump measures will have updated SEER/SEER2, EER/EER2, HSPF/HSPF2 requirements, depending on invoice date;

for the presentation that explains it well. September 1 is the date referred to as “x” in the presentation.  IF YOU OFFER THESE REBATES, YOU NEED TO REVIEW THIS PRESENTATION!

2. All current rebate amounts remain the same except heat pump rebates will increase from $1500 to $1700, and from $2000 to $2200 for cold climate heat pumps.
3. Another email will follow with an updated rebate summary sheet and rebate application form.
4. You’ll need to collect information/tell us some additional information about heat pumps, including what the switchover temperature [to back up heat] is programmed to be.    
5. You’ll need to collect information/tell us whether the old furnace or boiler was condensing or non-condensing.
6. There will be a $600 bonus rebate if the customer does insulation/air sealing work** within six months of getting a rebate-qualified heat pump. **All Insulation/Air Sealing program rules apply.

Big news: Some rebates change or stop after Dec. 31, 2023
The Public Utilities Commission has issued the Strategic Issues Order, and it directs Xcel Energy to end AC rebates for new systems invoiced on/after January 1, 2024.  Starting on that same date, 95%+ AFUE furnaces or boilers can only be rebated if the customer is replacing a non-condensing furnace or boiler.
